  1. CHARTER is a text file of the original NASA Charter:  The National
  2. Aeronautics and Space Act of 1958, as amended.  This was "AN ACT To
  3. provide for research into problems of flight within and outside the
  4. earth's atmosphere, and for other purposes."  This is really a very
  5. interesting file.  NASA has been charged with doing many things, and I
  6. think it has generally done them fairly well.  Read all about it!
